Prop 21 enables local jurisdictions to place rent administration in space for all forms of housing, alongside with single family properties, condos and townhomes. There are two exceptions: if the house or building is more fresh (first occupied within the previous 15 years) and if the proprietor easiest owns as much as two properties. This proposition would change the Costa-Hawkins Rental Housing Act of 1995.
